Romanian Government Scholarship for International Students:
Applications are been invited for the Romanian Government Scholarships 2023-24 in Romania. The Ministry of External Affairs offers this scholarship. International students from non-EU countries are eligible to apply for this award. The award is for bachelor’s, master’s and doctoral degrees. Students from all over the world can study in Romania for free with this fully funded scholarship for the 2023/2024 academic year.
This scholarship covers all expenses. The duration of the scholarship will be 3 to 6 years at the undergraduate level, while it will be 1.5 or 2 years for the master’s level and 3 to 4 years for the doctoral level. A wide range of academic subjects is available at Romanian universities.

Financial Benefits:
Government Scholarships in Rome 2023-24 is funded by the Ministry of Education and the Ministry of Foreign Affairs. So, this is a fully funded scholarship for all international students in Romania.

Architecture, Visual Arts, Romanian Culture and Civilization, Journalism, Political and Administrative Sciences, Engineering, Educational Sciences, Social and Human Sciences, Technical Sciences, Oil and Gas, Agricultural Sciences, Veterinary Medicine.
Note: Scholarship is not awarded in the field of Medicine, Dentistry and Pharmacy.
Language of Study:
To promote the Romanian language and culture. Scholarships are offered in Romanian for undergraduate and graduate degrees. Candidates who do not speak Romanian are offered an additional year of preparation to study the language. PhD students can choose Romanian or another language.

Required Documents:
The application file should contain the following documents:
- Official letter issued by a valid diplomatic mission of the country of origin in Bucharest or by a Romanian diplomatic mission in the country of origin or residence.
- Duly filled MFA Application Form (Annex I) for Scholarship in Romania.
- MER application form (Appendix 2) for the issuance of a letter of acceptance to study in Romania.
- Legal copies of the obtained educational qualifications (bachelor’s diploma or equivalent + bachelor’s degree, master’s degree and doctorate if any) and their legal translation in one of the following languages: English, French or Romanian. if needed.
- Legal copies of academic transcripts/diploma supplements relating to postgraduate studies and their legal translation if required.
- A legal copy of the birth certificate and certified translation in one of the following languages: English, French or Romanian.
- Copy of first 3 pages of passport
- A medical certificate confirming that the person enrolled in the study does not have any infectious diseases or other conditions incompatible with the intended study.
- Resume of the applicant.
- Recent photographs – 2 pieces, passport format.
The application file should also include the following documents (only for candidates who fall in the category specified for each degree):
- Proof of Name Change (if applicable) – Legal copy and translation.
- Bachelor’s Degree, Certificate confirming passing of Bachelor’s degree. Applicable Master’s or PhD examination for graduates of the current year – certified copy and translation.
- Romanian Preparatory Years Graduation Certificate or Language Proficiency Certificate, if applicable.
- Declaration of parental consent for minor candidates (in one of the following languages: English, French or Romanian).
Eligibility Criteria:
- Foreign citizens of all countries of the world except European member states.
- Must not have Romanian citizenship.
- Above 35 years of age for Undergraduate and Masters studies and 45 years for Doctoral or Undergraduate studies respectively.
